Tip 1
Take masking tape and  tape it over the end of the rope by winding it around really tight for about 1 inch.
(You want to get the shoe lace tip effect).  Once you have the tip through your  hole you can pull some fairly good size cotton through a small hole.

Tip 2
I make a  cotton toy that has the 1/4" cotton go through my 12mm size pony beads (those are the larger ones).
Take a  regular drinking straw,  cut about a 4" piece off, now  split the straw lengthwise.
Uncurl and lay the tip of your cotton in there.  Let it curl back up and hold it tight together  (you might overlap the curl a little to get it a little more pointed at the end) and pull the straw through the bead (wood or plastic).  It’s like working with a giant needle only the cotton is inside your "needle".

Tip 3
Use a large darning needle with the big eye.  The kind used for fixing wool socks.
